The House administers categorical management in the form of “lenient care and strict discipline”. Quarterly meetings are conducted to discuss the living conditions of the inmate and work progress to improve communications between inmates and management.

As long as it is lawful and reasonable, inmates are encouraged to do good deeds and establish a sense of responsibility so that they become self-aware, self-motivated, self-disciplined, and law-abiding citizens. Persuasion and advice are used instead of punishment; taught by example, the detainees are steered towards kindness and adapt to society.
